5 policemen among 6 J&K employees sacked for alleged 'anti-national activities'

Srinagar: Jammu and Kashmir government on Saturday terminated six more government employees — including five policemen — for alleged anti-national activities.
 
The employees were terminated under the Article 311 (2) (c) of the Constitution, which allows dismissal of a government employee without any inquiry.
 
The administration terminated the services of Saif Din, Selection Grade Constable (SGC) in Police and a resident Bhallesa Doda; Farooq Ahmad Sheikh a Head Constable a resident of Kupwara; Khalid Hussain Shah, SGC in Police and a resident of Kupwara; Rahmat Shah a police constable from Kupwara , Irshad Ahmad Chalkoo a SGC from Silikote Uri in Baramulla, and a school teacher Nazam Din of Poonch.
 
“The activities of these employees had come to the adverse notice of law enforcement and intelligence agencies, as they found them thickly involved in activities prejudicial to the interests of the State evidencing their involvement in terror related activities,” an official spokesman said.
 
The order dismissing Saif Din read: “Whereas the Lieutenant Governor is satisfied after considering the facts and circumstances of the case and on the basis of the information available that the activities of Mr. Saif Din, Selection Grade Constable in J&K Police S/o Quasim Din R/o Shigani Bhallesa, District Doda A/P Javid Nagar, Bali Charana Naki Tawi, Jammu are a such warrant his dismissal from service. Accordingly, the Lieutenant Governor hereby dismisses Mr . Saif Din … with immediate effect”.
 
“And whereas, the Lt Governor is satisfied under sub section (c) of the provisio of clause (2) of Article 311 of the Constitution of India that in the interest of the security of the state, it is not expedient to hold an enquiry in the case of Mr Saif Din ,” the order read.
 
Similarly worded dismissal orders have been issued to other five employees.
 
The official spokesman said Saif Din is a notorious drug peddler, a habitual offender and a mastermind for generation and distribution of narco terror funding.
 
“He is a deeply motivated and committed drug peddler as well as an Over Ground Worker for the terrorists of a proscribed terrorist organization like Hijbual Mujhahidin. Din had established drug channels which are being used by anti national agencies/ elements to smuggle weapons, narcotics and to facilitate infiltration of terrorists in J&K,” the spokesman said.
 
It added that Farooq Sheikh, a Head Constable alongwith two other employees Khalid Hussian Shah and Rahmat Shah (both working as Constables in J&K Police) received huge consignment of narcotics from drug smugglers across the Line of Control from Pakistan occupied J&K.
 
The spokesman said Farooq Sheikh, Khalid Shah and Rahmat Shah, had established contacts with the Pakistan based terrorists involved in smuggling of narcotics, weapons and money across the LoC to India.
 
“They used to smuggle drugs from Pakistan and money generated through the illegal trade of these drugs was being used for fueling unrest as well as financing the terrorism activities in the Kashmir Valley and other parts of the Country. They were in contact with large number of drug peddlers and Over Ground Workers of proscribed terrorist organization and was a part of modus operandi for arranging funding for terrorism in Kashmir valley and other parts of the Country,” the spokesman said.
 
Similarly, Irshad Chalkoo, had developed close relationship with the terrorist associates and started working as an Over Ground Worker with the proscribed terrorist organization, Laskhar-e-Taiba.
 
“He used to assist terrorist groups, during infiltration, by providing logistics and transportation of their illegal arms and ammunitions in the interior areas of Kashmir Valley,” the spokesman said.
 
The school teacher Nazam Din is accused of receiving consignments of narcotics from across the LoC for onward delivery to the drug peddlers even in Punjab.
 
In the last four years, 70 government employees have been terminated in J&K.
